"The violation notices that began going up around Kemp this year scared people in Kemp. They said levels of two kinds of chemicals - Trihalomethanes (TTHM) and Haloacetic Acids (HAA5)- were higher than the new rules allowed, and announced for the first time ever that long-term exposure "may" cause liver, kidney and rectal cancer, birth defects and nervous system problems."
